Who does the policy and sign apply to?

All property owners or lessees who pay taxes into the Little Switzerland Road District are responsible for vehicles used to accomplish maintenance, repair or improvements on property, or structures on the property, by ourselves, contractors, subcontractors, friends or sub-lessees.

What is considered Heavy Hauling?

Any travel on Little Switzerland Road by vehicles with a gross vehicle weight (GVW) over 30,000 pounds except for emergency vehicles (ie, ambulance, fire trucks, etc), vehicles involved in road and roadside maintenance, resident’s utility services (ie, garbage disposal, heating fuel, septic removal, well services, etc), and vehicles involved in emergency repair of personal vehicles or residential dwellings.

Is there a fee for Heavy Hauling?

A contribution of $50/round-trip to the Little Switzerland Road District maintenance fund is requested in certain circumstances.

When is there a fee for Heavy Hauling?

The District asks for a contribution for heavy hauling under circumstances which are determined to cause an abnormal amount of stress on the road or roadsides.  These circumstances occur when the ground is saturated from rainfall or when excessive hauling occurs when the ground is not saturated.

What is the fee for Heavy Hauling?

When the ground is NOT saturated from rainfall:  No fee: first 4 round-trips within a 4 week period.  $50 per round-trip:  over 4 round-trips within a 4 week period.

When the ground IS saturated from rainfall:  $50 per round-trip

When is Heavy Hauling free?

There is no contribution requested when services fall under the Exceptions listed in “Are there exceptions to the 30,000 GVW hauling limit?”

There is no contribution requested for the first 4 round-trips, during a 4 week period, of heavy hauling when the ground is NOT saturated.

Are there exceptions to the 30,000 GVW hauling limit?

Yes.  The contribution does not apply for any vehicle involved in the following services regardless of weather or ground saturation:  emergency vehicles (ie, ambulance, fire trucks, etc), road and roadside maintenance, resident’s utility services (ie, garbage disposal, heating fuel, septic removal, well services, etc), and vehicles required for emergency repair of personal vehicles or residential dwellings.

How do I know whether or not the ground is saturated from rainfall?

The ground is generally saturated from rainfall from November 1 through April 30.  The ground is also considered saturated anytime the “72-hour total” precipitation is 3 inches or more; reference the Cannibal Mountain, OR (CNFO3) reading on the NOAA National Weather Service website here If rainfall is in question a commissioner may check the website when your call is received.

Who do I notify of my plans?

Notify a District commissioner personally or call the LSRD phone: 541-270-6614.  Please leave your name, a good contact number and brief message at least 1 day before arrival of the hauler.

What are my responsibilities concerning Heavy Hauling?

It is the responsibility of each LSRD taxpayer to understand the Heavy Hauling Policy, adhere to the policy and to ensure that those renting from the taxpayer also understand and adhere to the policy.  Contributions are the responsibility of the tax payer.  Please contact a District commissioner if you have any questions or concerns.  All LSRD taxpayers are also encouraged to attend the monthly public meetings on the first Thursday of the month.  See agenda for location.

Why do I have to contribute more money if I already pay taxes?

The tax levy per property is used to maintain Little Switzerland Road under normal circumstances.  Use of heavy loads is especially damaging to the pavement and roadsides when the ground is saturated.

How do I know if I need to pay?

If in doubt, contact a District commissioner at 541-270-6614.

If my project is exempt from the Heavy Hauling contribution, do I still need to  notify the District?

Yes please.  Notifying the District will help them answer questions from residents who are wondering about the heavy hauling.

Heavy Hauling Policy

The LITTLE SWITZERLAND ROAD DISTRICT HEAVY HAULING POLICY 1-2016 was adopted and filed with Lincoln County in February 2016.  The resolution includes a definition of weight limits, resident’s responsibilities, exemptions and requested contributions to help with repair of damage due to heavy hauling.
